half the time（しばしば）

half the time：「しばしば、しょっちゅう」
all the time は、 (1)「いつでも」 (2)「その間ずっと」なので、half the time はその半分くらいだろうと見当は付きますね。
頻度の意味では「頻繁に」「しょっちゅう」といったところで、half はどちらかというと「多い」ニュアンスで使われます。
all the time

half the time

in half the time（半分の時間で）
all the time は「その間ずっと」。一方、in half the time は「その半分の時間で」。この用法の half は「比較的短い時間」といったニュアンスです。
all the time

half the time は「その半分の時間」ですが、half of the time という言い方もあります。こちらは「その時間の半分」。もっとも、「その半分の時間」と言っても同じでしょう。

half に the を付けて the half of と言うことはできません。ただし、the other half of なら「もう半分」なので、文法的にOKです。
half と half of の違い
half は「half＋名詞」の形と「half of＋名詞」の形があります。half＋名詞 の時の half は形容詞、half of＋名詞 の half は名詞です。
half と half of は、どちらを使ってもたいてい意味は一緒です。ただ、一般的に half of より half のほうがよく使われます。また、文法上のお約束で、どちらか一方しか使えない場合もあります。
(1) 「メートル・キログラム・時間」などが後ろに来る時は、half of は使えません。
- half an hour、half a century、half a mile
- half of an hour、half of a century、half of a mile
- They were nearly half a mile away.
（彼らはほぼ半マイル離れていた） - The fault was fixed in half an hour.
（故障は30分で直った）
(2) 後ろに代名詞が来る時は、 half は使えません。
- half them、half us、half it
- half of them、half of us、half of it
- The waitress brought the drink, and Ellen drank half of it immediately.
